Mrs. Ryzhaya has over twenty five years of experience as a consultant to the oil and gas transportation enterprises. Areas of expertise include cost of service, rate design, and regulatory compliance for oil and gas pipelines, project economics, and long term strategic planning. Mrs. Ryzhaya has conducted analyses for major pipelines in North America, Latin America, and states of the former Soviet Union. Her expertise is in the field of quantitative methods for the economic analysis and strategic planning for pipeline projects.

Relevant Experience

Project Analysis and Cost of Service Issues

  • Developed analytical tools for tactical and strategic economic analysis for the variety of North American crude oil pipelines. Conducted analyses in support of rate filings and disputes and other tactical/strategic issues.
  • Provided support to crude pipeline companies in regulatory compliance activities.
  • Developed an analytical model for long term economic/financial analysis for Trans Alaska Pipeline System. Conducted tactical/strategic analysis of cost of service and rates in conjunction with regulatory compliance matters and strategic planning.
  • Conducted analysis of oil pipeline cost of service and rates for several common carrier oil pipelines in Alaska (Milne Point Pipeline Company, Endicott Pipeline Company, Kuparuk Transportation Company, Badami Pipeline Company, Cook Inlet Pipeline Company, and North Star Pipeline Company). Projects included assessments of projected future rates, filings for current rates, and analysis in support of settlement negotiations for tariff disputes.
  • Developed an economic/financial model for the proposed gas transportation system from the North Slope of Alaska to the continental United States reflecting the various regulatory considerations posed by the RCA, the NEB and the FERC.
  • Conducted a comprehensive analysis of cost of service and rate design for various crude and product pipeline assets of BP North America.

International Engagements

  • Analyzed crude oil pipeline systems of the Former Soviet Union in connection with World Bank Studies. Analysis included economic and technical aspects of pipeline transportation.
  • Assisted in Quality Bank study for the entire oil pipeline system of the Former Soviet Union and developed quality bank model.
  • Developed cost of service, financial, and economic models for a feasibility analysis of alternate transportation routes to export Kazahkstan crude oil.
  • Developed analysis of the fair value of contributed pipeline assets in connection with a proposed export pipeline for the Tengiz oil field in Kazakhstan.
  • Developed cost-based economic model for the Brazilian pipeline systems for strategic planning purposes.
