Mrs. Rodgers has over fifteen years of energy industry experience.   She has conducted analyses in multiple projects on cost-of-service regulation and applications for authority to charge market-based rates on interstate oil pipelines.  Mrs. Rodgers has also participated in preparation of whitepapers and underlying calculations to gain approval for mergers on behalf of several oil companies.  Her expertise is in the field of quantitative methods for economic and financial analysis and database architecture.  Mrs. Rodgers received her MBA in Finance and Investments from the George Washington University in Washington, DC.  

Relevant Experience

RATE REGULATION ISSUES
  • Managed project teams and participated in the preparation of cost based rate filings before state and federal regulatory authorities on behalf of several oil pipelines. 
  • Prepared Page 700 filings for various oil pipeline companies.
  • Constructed comprehensive database models to develop cost-based rates consistent with FERC precedent.
  • Developed various analytical tools in support of rate filings, disputes and other strategic issues.

Antitrust Matters

  • Designed a computer-based model to analyze the competitive impact of an oil pipeline acquisition in the mid-continent region, worth $500 million.  The FTC ultimately agreed to approve the merger with minor changes to the original agreement. 
  • Participated in a study of the competitive impact of a refinery acquisition in the northeastern United States worth over $100 million.  The FTC voted 5-0 to approve the merger with no modifications.

Market-Based Rate Filings

  • Developed a database to calculate refined product consumption in each of the 3,142 counties of the United States.  REG has used this database in a number of projects at the FERC and the FTC.
  • Assisted in the preparation of applications for market-based ratemaking authority and associated exhibits consistent with 18 CFR § 348 on of four oil pipeline companies.  

Acquisition Due DiligencE AND COMMERCIAL ANALYSIS

  • Evaluated financial and regulatory exposure of potential acquisition opportunities in pipeline systems with over $1 billion in market-capitalization on behalf of several investors. 
  • Participated in an analysis of the regulatory risk that a pipeline company could face if its rates were contested by the shippers while considering a conversion in ownership structure from a corporation to a master limited partnership.
  • Developed a comprehensive database calculating refined products’ delivered cost from the production point to an end consumer (on a county or zip code level). This model was used in several projects to evaluate competitive impact of a pipeline terminal’s acquisition or new construction.
  • Created models to analyze financial results based on cost-of-service projections and various scenarios of potential changes in economic conditions.
  • Performed market evaluations to determine competitive tariff structures maximizing a pipeline’s profitability.

INTERNATIONAL ARBITRATION

  • Supported expert witnesses in preparing various cost analyses on behalf of an international crude oil pipeline operator in a dispute before the International Chamber of Commerce (Case 15 1897/VROMLK).
