Mr. McDonald began with Regulatory Economics Group in May 2023. Previously, he worked in political compliance helping companies and unions maintain Political Action Committees. With REG, Mr. McDonald assists on a variety of accounting and analytical projects in the regulated pipeline field. He received his Masters in Data Analytics at American University.

Regulatory Accounting
  • Prepared Form No. 6 Annual Reports and Form 6-Q Quarterly Reports for several oil pipeline companies.  
  • Prepared Page 700 calculations for various oil pipeline companies.
Litigation
  • Assisted in the preparation of expert testimony and filed exhibits on behalf of Phillips 66 Pipeline LLC Docket No. IS21-747-000, Colonial Pipeline Company Docket No. OR22-5-001and various other FERC and CPUC proceedings.  
  • Supported legal counsel in the deposition and cross examination of expert witnesses in various rate proceedings for pipelines.
  • Assisted in the preparation of discovery to be filed on behalf of various oil pipeline companies.  
Market-Based Rate Filings
  • Assisted in the preparation of Market-Based Rate-of-Return Applications on behalf of oil pipeline clients.  
  • Conducted market competition analysis through research and assisted in the development of market concentration statistics.
Cost of Capital Calculations
  • Developed ROE calculations used in various rate proceedings and Page 700 filings.  
  • Assisted in the development of an ROE Excel model to implement ROE methodology outlined in Opinions 569, 569-B, and 586.
